Namibia Social Security Commission (SSC) Development Fund 2026 Application - The Development Fund offers bursaries to academically deserving Namibians from socio-economically disadvantaged backgrounds who are unemployed to study in the SADC region.The bursary supports Namibians from low income households who want to start undergraduate studies in priority fields across the SADC region. You qualify if you have a strong academic record, meet the income requirements, and plan to study full time at a recognized institution. The Development Fund focuses on students who show commitment to national development and who need financial support to begin their first diploma or degree.
ELIGIBILITY CRITERIA:
Bursary applicants
i. Must be interested in pursuing undergraduate qualifications at any recognized and reputable institutions of higher education.
ii. Must be a Namibian citizen who holds a Namibian Senior Secondary Certificate Advanced Subsidiary (NSSCA5) or equivalent qualification in line with the National Curriculum for Basic Education.
iii. Must have an average aggregate of 70% in June / August 2025 examinations or at least 27 points in the full Namibian Senior Secondary Certificate Advanced Subsidiary (NSSCA5) level (Grade I I & I2) in five (5) subjects including English.
iv. Applicants from marginalized groups (i.e., San, Ovatus and Ovatinina) must at least have a minimum of 25 points in Grade I I or I2 (Namibian Senior Secondary Certificate Advanced Subsidiary (NSSCA5) level in five (5) subjects including English.

v. Tertiary students must have an aggregate of at least 65% in their most recent semester examinations.
vi. Funding under the Bursary Scheme does not apply to part-time or distance studies.
Consideration is given exclusively to applicants (children) whose parents combined annual income does not exceed N$300,000. Other socio-economic circumstances may also be considered, including orphans, applicants (children) of unemployed parents, or applicants (children) of pensioners during others. (Failure to author proof of parents' combined income leads to automatic disqualification.)
vii. Applicants pursuing their first diploma or bachelor's degree are strongly encouraged. If you already hold a degree, DO NOT APPLY.
PREFERRED FIELDS OF STUDY:
i. Engineering Civil, Marine, Chemical, Electrical, Power, Industrial and Mechanical.
ii. The list below contains the priority TVET occupations considered for funding: Solar Equipment Maintenance Installer, Riggers (mining oil and gas), Occupations; Health & Safety, Operator, Facility, Maintenance, Automotive Mechanics, Agriculture Farmer (Crop & Horticulture Production), Farmer (Animal Husbandry) Machinery Operator/Farm Mechanics, and courses leading towards becoming a TVET Trainer or instructors.

iii. Priority fields: Cybersecurity, Information Technology Security Data Analytics, Data Science Networking, Cloud Computing, Computer Science, Business Computing, Business Informatics, Machine Learning, AI, Robotics, Autonomous Systems, Software Engineering, Programming/Coding, Digital Marketing and System Administration.
iv. Applicants who intend to study or are currently pursuing professional in key priority fields will be given preference: Dental Technology, Clinical Technology, Nuclear Medicine, Radiation Therapy, Sonography/Ultrasound, Speech Therapy, Audiology, Medical Orthotics and Prosthetics, Medical Physics, Optometry and Biomedical Engineering.
v. Social Work or Psychology (Clinical).
vi. Actuarial Studies
NB: Further input be provided for the Bachelor of Medicine and Surgery and Bachelor of Clinical Nursing programs under the Bursary Scheme.
MANDATORY DOCUMENTATION:
i. A fully completed and clearly filled out Form 9 (bursary application form), signed under oath. This form can be obtained from the addresses listed at the end of this document.
ii. Proof of Namibian citizenship preferably provide an identification Document (ID).
iii. Certified full birth certificate. (Note: Failure to submit this document will result in automatic disqualification).
iv. A certified Identification Document (ID) of the applicant's biological or legal (in the case of a legally adopted applicant) parent must be submitted.
v. Applicants with disabilities must provide proof from a medical doctor.
vi. A police declaration from October 2025- December 2025 confirming the unemployed status of parents or guardians is required.
vii. For self-employed parents, twelve (12) months of stamped bank statements must be provided.
viii. Employed parents must submit proof of income such as recent pay slips from October 2025 - December 2025). (Note: Failure to submit proof of parents' combined income leads to automatic disqualification).
ix. A motivation letter from a community leader (such as a church leader, school principal, constituency councillor/governor, or social worker) who is familiar with the applicant and their parents. This letter should support the applicant's economic and/or social background.
NB: Motivation letters must be written in English.
x. Tertiary students must furnish their complete academic record with an official stamp from the higher education institution.
