ANNOUNCEMENT CONCERNING APPLICANTS FOR STUDY LOANS AT THE UNIVERSITY OF RWANDA (UR SECOND INTAKE) AND AT RWANDA POLYTECHNIC (RWANDA POLYTECHNIC - ADDITIONAL STUDENTS) FOR THE 2025-2026 ACADEMIC YEAR.
The Management of the Higher Education Council (HEC) informs students who will begin their first year (1st Year) in the 2025/2026 academic year at the University of Rwanda (UR - Second intake) and at Rwanda Polytechnic (Rwanda Polytechnic - Additional students) and who applied for study loans, that the results of the loan applications are now available on https://heemis.hec.gov.rw/ - Requested loans results.
An applicant enters his/her designated "Registration Number" and sees the outcome of his/her loan application, and also sees a page showing the details.
The criteria used for awarding loans are as follows:
The student's secondary school final scores are given: 50%
The program the student is going to study at the University/Higher Learning Institution: 50%
Important Notes:
A student who changes the program they were assigned to study may lose the loan.
Students who did not apply for a loan due to problems with their profiles should contact UR and provide complete profiles so that they can be uploaded into HECMIS to apply for a loan. Profiles are not submitted at HEC.
Students who have not yet received "admission" will also apply for loans during the period designated for direct applications.
Students who did not apply for a loan but are normally in HECMIS will do so during the direct application period.
Students who were not granted a loan are those who did not apply for it. Anyone who wants it and has not seen it should go to https://heemis.hec.gov.rw/ and submit an application via "Apply local loan/Undergraduate".
The period for receiving direct applications in HECMIS will be open. A student who has resolved the problem that prevented them from applying for a loan should go and apply immediately.
The application period is from 24/10/2025 to 31/10/2025. After that date, no direct applications will be accepted, and the HECMIS system used for applying for loans will be closed.
