If you're sure of your login details then it's from the site, you know it's a new site just wait for some minutes it'll open. Ok another thing there is to make sure you're using Unemployed login if you registered as unemployed.
5.Cant find your LGA on the list?
I'm sure your chances to get registered is still very high. Just lodge your complaint directly to the system administrator or you direct same to NDE's email . They would definitely activate your local government option. Good luck!
