Liberia Moves Forward With Volunteer Teacher Payroll Integration


The Ministry of Education has expanded efforts to improve the employment status of Volunteer Teachers through a structured payroll regularization process managed with the Civil Service Agency. This work aims to give qualified teachers formal placement, financial stability, and recognition for their service in public schools.


The Ministry of Education worked with the Civil Service Agency and the Ministry of Finance and Development Planning to complete the verification and payroll placement of 2148 qualified volunteer teachers across the country. Verification focused on active classroom engagement, professional qualifications, and service records. This approach strengthens accountability and supports a systematic transition from unpaid volunteer work to formal employment.


Payroll integration took place in controlled batches to protect fiscal order and maintain administrative accuracy. In October 2025, 448 teachers were added to the payroll as the first group. In November 2025, 405 more teachers followed as part of the second group. The third group included 1295 teachers who were placed on the November 2025 supplementary payroll. They are scheduled for transition to the regular payroll in December 2025. This phased approach allows responsible planning while ensuring that deserving teachers receive timely placement.


This milestone reflects a targeted effort to improve teacher welfare and reduce long periods of unpaid service. Many volunteer teachers have supported learning in underserved communities. Their placement on the payroll strengthens workforce stability and improves continuity for students who depend on consistent instruction. Bringing volunteer teachers into the formal system also supports school planning and strengthens accountability in staffing, attendance, and performance.


The Ministry views payroll regularization as part of a broader effort to improve the education workforce. Merit based reforms remain central to this work, with priority given to teachers who have demonstrated active service in classrooms. This process also supports long term goals to raise learning outcomes, strengthen school operations, and improve teacher retention across the sector.


The Ministry of Education will continue working with national institutions to maintain transparent and efficient workforce management. Further updates will be shared with the public as additional phases of the regularization process progress.
