The Higher Education Council has announced new scholarship opportunities from the Republic of Hungary through the Stipendium Hungaricum Scholarship Programme. The offer supports Rwandan students who want to pursue undergraduate, Master’s or PhD studies in the 2026 to 2027 academic year. The programme also includes PhD and DLA scholarships in any field of interest. Applicants must submit complete files through both the HEC MIS system and the Stipendium Hungaricum portal before the deadline.
Overview of the Stipendium Hungaricum Scholarship
The programme is part of a bilateral cooperation agreement between Rwanda and Hungary. It supports international training in priority academic fields and gives students access to Hungarian universities. Successful applicants receive full study opportunities at the selected level of education. Applicants are encouraged to prepare documents early to avoid delays.
Eligibility Requirements
The scholarships are open to candidates at undergraduate, Master’s and doctoral levels. The main requirement is strong academic performance supported by certified documents. Additional language qualifications give applicants a competitive advantage.
Academic requirements by level
Undergraduate applicants must submit certified high school certificates, results slips or recognised equivalence documents.
Master’s applicants must submit certified Bachelor’s degree documents.
PhD applicants must submit certified Master’s degree documents.
A valid IELTS score of 6.5 strengthens an application. Recommendations from employers support Master’s and PhD applicants.

Recent passport size photo
Certified high school certificate and results for undergraduate applicants
Certified Bachelor’s degree documents for Master’s applicants
Certified Master’s degree documents for PhD applicants

Employer recommendation for Master’s or PhD applicants, optional
Files should be scanned clearly before upload to ensure proper review.
How to Apply
Applicants must complete two separate online submissions.
1. HEC MIS Submission
Applications must be uploaded through the HEC MIS portal at https://hecmis.hec.gov.rw/. The portal guides you through document uploads and personal information.
2. Stipendium Hungaricum Portal
Applicants must also apply through the Stipendium Hungaricum portal. Details, study programmes and requirements are available at https://stipendiumhungaricum.hu/apply/ and on www.tpf.hu. Only applicants who complete submissions on both portals qualify for evaluation.
Deadline
The application deadline for both portals is 15 January 2026. Early submission helps reduce technical issues that appear close to deadlines.
