The Ministry of Education and Training (MoET) of Eswatini has opened a call for Expressions of Interest for an accredited Grant Agent to support the implementation of the Global Partnership for Education (GPE) Systems Capacity Grant. The selected organization will work closely with the government to strengthen education sector management, improve data systems, and enhance policy coordination over a 24-month period from January 2026 to January 2028.

The education system in Eswatini is structured by sub sectors which include early childhood care and education (ECCE), primary, secondary, and tertiary levels. While the country has made strides in increasing access to basic education, challenges remain in areas such as equity, learning outcomes, teacher development, and educational infrastructure—particularly in rural and underserved communities. The Ministry of Education and Training (MOET) has committed to reforms aimed at improving quality and inclusivity, aligning with the broader objectives of sustainable development.
The Ministry of Education in Kingdom of Eswatini) is in the process of applying for the Systems Capacity Grant from the Global Partnership for Education (GPE). The purpose of the grant is to build national capabilities to develop, implement and monitor education sector plans and policies. In order to complete the application process, a Grant Agent (GA) is required to assist the country expedite and complete the application process, manage the grant and implementation of supported programmes including reporting monitoring and evaluation and learning. It is envisaged that GPE will assist Eswatini MoET in addressing barriers identified during the Enabling Factors Analysis screening to support the prioritized education sector reforms. The grant is designed to be allocated toward overcoming the most critical enabling factors identified through the enabling factors analysis process. It can also be used to support the development of the country’s partnership compact.
The Grant Agent can any multilateral organization, bilateral donor agency or international NGO approved to receive funds directly from the trustee.
