How to benefit from Abacha $320m loot



Doubting how the Govt will disburse the Abacha loot to poorest Nigerians,this first appeared on Powernaij blog.

The Federal Government announced that $320 million stolen funds by late military dictator, Sani Abacha , would be spent on the Conditional Cash Transfer scheme of the administration to support the poor.
There is a Social investment program called the  Household Uplifting Programme that pays 5k/Month to the poorest Nigerians, handled by the VPs office.

HUP aims to:Reduce poverty,prevent the vulnerable from falling further down the poverty line, improve household consumption,increase utilization of health and nutrition services,improve school enrolment and turnout,encourage household asset acquisition,sustainable livelihood.
Presently we cover 297,973 people In 9,567 communities,202 LGAs in 19 States.







Payment to beneficiaries.The Cash Transfer component is given to selected poorest & most vulnerable household in order to enhance their consumption level.
These households are all registered in a national social register.

Data of beneficieries are mined from the National Social Registry (NSR) of Poor and Vulnerable people.
Members of selected Households agree on who is the caregiver and alternate without interference of NCTO, SCTU or CTFs.

Cash Transfer Facilitators (CTFs) collects caregivers and alternates data (names and NSR numbers) using a templated provided.

The list of poor and vulnerable households is disaggregated by community and disclosed the list at the community level.

Beneficiaries are sensitized as to the purpose and objective of the cash transfer program and the role of each stakeholder in the project cycle.
